Zelensky States He Lacks Definitive Security Pledge from Allies
President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the case of a new Russian aggression.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.
These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.
However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be sent.
Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
Moscow has not yet commented on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.
The President's Evolving Stance
Sir Keir described the joint statement as "a vital part of our commitment to support Ukraine for the foreseeable future".
He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."
The Ukrainian leader praised that agreement as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.
"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you still have to rely first and foremost on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also notable due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Recently, Zelensky said a peace deal was "90% ready".
Territorial concessions and security guarantees have been at the forefront of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.
Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
